Yes, the Apple 16.2" MacBook Pro with M1 Max Chip (Late 2021, Silver) would be compatible with two 27" Thunderbolt displays. However the Apple Thunderbolt 3 Male to Thunderbolt 2 Female Adapter (APMMEL2AMA) would be required to make this possible.

You cannot install and run Windows natively on the Apple 16.2" MacBook Pro and AppleCare+ Protection Plan Kit (M1 Max, Silver); however, you can run Windows through a virtual machine or through the cloud with Windows 365 Cloud PC.

Photographers--are you able to get a print that matches what you see on the screen with their "preset"? I ask because apparently you cannot calibrate with an external device like you can with the old macs.

Yes, you can it would be ideal to calibrate your print profile settings also calibrating the monitor would be ideal to help them match up.
