Nikon is pleased to announce the development of the NIKKOR Z 400mm f/2.8 TC VR S super-telephoto prime lens for FX-format mirrorless cameras for which the Nikon Z mount has been adopted.

The NIKKOR Z 400mm f/2.8 TC VR S, the first NIKKOR Z super-telephoto prime lens, belongs to the S-Line of NIKKOR Z lenses, which pursues the ultimate in optical performance. The NIKKOR Z 400mm f/2.8 TC VR S realizes the rendering of realistic images by achieving beautiful bokeh and high resolution. It will feature a built-in 1.4x teleconverter and a new coating that delivers the highest anti-reflection performance in NIKKOR history. Providing superb operability in a design that is ideal also for video recording, the NIKKOR Z 400mm f/2.8 TC VR S will support the imaging expression of professional photographers.

Is the teleconverter an option that can be utilized to bring the effective focal length to 560mm, or is it fixed in place, bringing what would have otherwise been a roughly 285mm lenses up to an effective 400mm?

It will be a selectable option letting you change between 400mm and 560mm effective focal lengths. This is similar to their AF-S NIKKOR 180-400mm f/4E TC1.4 FL ED VR lens that had a built-in 1.4x teleconverter as well.

So far (as of November, 2021), this is just a development announcement. As such, all plans regarding this lens are subject to change. The Nikon NIKKOR Z 400mm f/2.8 TC VR S Lens (B&H# NIZ40028), will not accept an add-on teleconverter. However, it is currently slated to include a built-in and non removable 1.4x teleconverter. When using the built-in teleconverter, the effective focal length would reach 560mm (while losing just one stop of light). It may also be slid out of the way to use the lens as a true 400mm f/2.8 lens without employing the optics of the teleconverter.

So is the point of all of the teleconverter so that this lens can be called both a 400 prime and a 560 prime? With the 400 being f/2.8 and a 560 also as a true prime at f/4?

Yes that is exactly it. With the 1.4x teleconverter you get slightly narrower angle of view but the aperture decreases by 1 stop.

The built in teleconverter on the Nikon NIKKOR Z 400mm f/2.8 TC VR S Lens cannot be removed. It can be enabled when you need a 560mm lens or disable when you only need 400mm.
