The Blackmagic Design DaVinci Resolve Speed Editor with Studio Software includes a license for Davinci Resolve Studio. Unfortunately the license can only be sent with the Keyboard in a shipment. It can not be emailed, I'm sorry to say.

Resolve Licenses are for the Mac and Windows Resolve Studio only. The iPad is a separate product.

The Black Magic Speed Editor is designed to only work with DaVinci Resolve CUT and EDIT pages. At this time it is not supported by other software editing platforms.

Since at the moment DaVinci Resolve is sold as a one time purchase for unlimited upgrades, for the time being, the answer would be yes, the license included with the Blackmagic Design DaVinci Resolve Speed Editor with Studio Software would currently be for life and allow for unlimited upgrades. However Blackmagic may change how they license the software at some point in the future, so we can not answer your question with any absolute certainty.
