This filter gives a beautiful rounded haze and foggy atmosphere to your photos. I've found it is most effective in brighter conditions as the softening will make sharp images feely a bit blurred At the 77mm size, I'm able to use on multiple lenses and stack with other filters as well to make for some unique stylistic shots. It may not be an everyday application, but it comes through wonderfully for it's desired intention.

does this filter help reduce moire in dslr video?
Diffusion filters and turning down the sharpening may help at reducting moire on your DSLR. Depending on which DSLR, lens and subject you have, the supression of the moire will vary. However, in the end these are mostly stop gap measures. The best way to eleimiate moire is to have a camera that does not make it in the first place.
