The charging hub for the DJI Intelligent Flight Battery Plus for Mini 3/Mini 4 Series Drones supports a maximum of 30W, and will fully charge one of these batteries from empty in about 78 minutes or three batteries in about 3 hours.

Yes, the PLUS version of DJI MINI 3 pro battery weighs more than the regular version. And YES it will exceed the 250g threshold. If you are using the PLUS version, it is suggested that you get registration on FAA first.

Can the usb c cable plug right into the battery directly, or does it need to be in the drone to charge?

The DJI Intelligent Flight Battery for Mini 3 Pro does not provide the option to charge directly via USB-C cable. To charge the battery, connection to the drone or connection to the charging hub us required.
