The 1.6 crop feature, is that on all the time or is it a setting that can be turned on?

Any EF-S or RF-S lens can only be used with a cropped sensor. On DSLRs that means EF-S lenses mount only on APS-C cameras, since a full-frame DSLR's mirror would be blocked from moving by an EF-S lens. On the R series, an EF-S (with the EF to RF adapter) or an RF-S lens will mount on an APS-C camera or on a full-frame RF camera. On a full-frame R series camera, the presence of an EF-S or RF-S lens will make the camera shift into APS-C mode, using just the inner 39% of the sensor. Thus the R5's 45MP would become 28MP. The other R cameras, with much lower starting resolutions, would end up with megapixel counts reminiscent of the early days of Digital Rebel cameras and thus probably should not use a lens like this.

The Canon RF-S 18-150mm f/3.5-6.3 IS STM Lens can be used to manually focus. But it does not have an AF mode button on it.

Yes, the Canon RF-S 18-150mm f/3.5-6.3 IS STM Lens can work on other Canon EOS R bodies which have a full frame sensor. However, the image will crop since the lens is optimized for the APS-C sensors found in the EOS R7 and EOS R10.

Yes, If you are set on the Canon RF-S 18-150mm f/3.5-6.3 IS STM Lens to 3.5 at the widest zoom and then zoom it to the longest the f/stop will change to 6.3.

Can this lens be used on a Canon M50 Mirrorless camera?

This lens is the same lens as the EF-M 18-150, just with an RF-S mount. Because both the EF-M and RF cameras hold their lenses at the same distance from the sensor, any attempt to make an adapter to go in either direction would result in mounting the lens too far away, and wouldn't work. Since EF and EF-S lenses are meant to be mounted further forward to allow room for the mirror box, they can be mounted on an EF-M or RF body with a simple spacer to mount them at the right distance and pass through the electrical signals, but you can't go in the other direction.
