What does 'Weather Resistant' mean. One comment said the dye ran when they got wet. Are they not supposed to get wet?

never got really wet. not designed to be waterproof but for me they kept hands warm in cold weather, not extreme freezing and maintained touch when flipping switches and knobs on camera. Still looking for perfect bad weather camera glove
