whats the difference with the liquid and powder version of the developer?

The powder and liquid versions of this developer have the same properties. However, the powder version would require the addition of water at a temperature of 80-90° F to completely dissolve it while the liquid version can be diluted with water at temperature between 60-80° F.

1:3 is sometimes written as 1+3. Both mean 1 part concentrate mixed with 3 parts of water. You may also see, 1 in 4, which also means 1part of concentrate plus 3 parts water to give a TOTAL of 4 parts of diluted (ready to use) developer.
