No, the Apple 12.9" iPad Pro M2 Chip (Late 2022, 128GB, Wi-Fi Only, Space Gray) with Magic Keyboard for iPad Pro 12.9" (3rd/4th/5th Gen, US English, Black) BH #APMNXP3LLAK (B&H Kit) does not have Cellular. You would need to get a model that says 5G + WiFi.

The Apple 12.9" iPad Pro M2 Chip (Late 2022, 256GB, Wi-Fi Only, Space Gray) has three lenses (12 MP Sensor with a f/2.4 Lens (122° FoV) on the front, 12 MP Sensor with a f/1.8 Lens and 10 MP Sensor with a f/2.4 Lens (125° FoV) on the back) that can be zoom up to or beyond 5x digitally.

Adobe has recently released full, not mobile, versions of Photoshop (including some Lightroom functionality) for newer iOS platforms, such as those found in the Apple 12.9" iPad Pro M2 Chip.
