Is there any enclosure that could actually give you the transfer speeds this is capable of?

No enclosure has ever maxed out the t3 standard. None even come close. Thats why Im asking. There are no enclosures on the BH website that claim they can produce full t3 bandwidth. They merely list what it is.

When is the heat sink version needed?

I would recommend a heatsink for the Crucial T700 1TB PCIe 5.0 x4 M.2 Internal SSD if you plan to use it for intensive loads with constant writes that are over 30 minutes long. The controller on NVMe SSDs throttle when they get hot, causing write performance to degrade.
