Can the Crucial X10 Pro be reformatted to Apple's APFS format?
In theory, yes. But I just ordered one and tried using it in APFS twice, and both times, the drive would not mount only a few hours later. Granted, I'm using Sonoma, which supposedly has issues with some makes of external drive.

Can Mac users (M2 chipset) achieve the 2000 MB/s speeds using the USB 3.2 Gen2 connection? Is the port limited to 1,000 MB/s?
No, current Mac computers do not support USB 3.2 Gen 2x2. The maximum speed of the Crucial 4TB X10 Pro USB 3.2 Gen 2x2 Portable SSD on a Mac would be capped at 1000 MB/s.

Can I edit my photo and video files with my files on this external SSD? The program will be installed on my macbook16 pro m3pro
Yes, you can edit photos and videos off of this Crucial 1TB X10 Pro USB 3.2 Gen 2x2 Portable SSD on a 16" MacBook Pro M3 Pro. Please note that with a Mac, this SSD's maximum speeds will be about half the advertised maximum speeds because Macs do not support USB 3.2 Gen 2x2 and will default to USB 3.2 Gen 2 speeds.
