The Apple 24" iMac with M3 Chip with 8 GB of unified memory will be able to handle very basic video editing. Performance will depend on the resolution of the footage being used. For anything beyond basic editing of FHD content, 16 GB would be recommended.

When using iMovie and Photoshop Elements, would there be a noticeable performance difference between the 8 and 10 core GPU?

While photo editing in Photoshop Elements, there won't be much of a difference, however when doing GPU accelerated tasks in iMovie, such as exporting or stabilizing video, the Apple 24" iMac with M3 Chip (Silver) with the 10-core GPU will process tasks faster.
