No, it doesn't. According to LG's specs (on their site and many other sites), the C4 comes with an ATSC-1 tuner. The flagship series G4 comes with an ATSC-3 tuner.

What is the NIT (brightness) measurement for this 48 inch Class LG OLED evo C4 4K display? Do NITs differ on other screen sizes?

LG does not publish brightness specifications for their LG OLED Evo C4 48" 4K HDR Smart TV (BH # LGOLED48C4). Third party sources report peak HDR brightness of 1150 nits. Brightness levels may differ depending upon the screen size.
