The Panasonic Lumix S9 Mirrorless Camera is capable of taking photos, but it doesn't have a mechanical shutter. Therefore, the Lumix S9 can't use a flash, and with very fast moving subjects you may get distortion.

Is it possible to supply power to the camera while streaming using ac to dc(usb-c) cable or od do you need also a dummy battery?

The Panasonic Lumix S9 can be powered by inserting the battery into the camera for charging. You can record while the camera is being charged.
