What is that little sliding window for? I have the hood, as it came with my 70-200 lens, but can't figure out what that is.

The sliding window on the Canon ET-88C Lens Hood for RF 70-200mm f/2.8 L IS USM Z Lens allows for easier access to a rotating filter such as a polarizer or variable ND. Rather than reaching through the front of the hood to rotate the filter, you can make the adjustments through the window.

Will this hood fit the new rf 24-105 2.8 ?

It will physically fit, but will vignette the corners of the frame badly at wide focal length settings, so basically, avoid it unless you are only using your 24-105 above 70mm or so.
