A white reflector is different than a diffuser, but they can have a similar effect on the lighting. A diffuser is put in front of a light source to diminish and soften the light on the subject or area being lit, but the light source is aimed at the subject. A matte white reflector is reflecting light from an indirect source onto the subject or an area in the scene that wouldn't otherwise be lit by the light source, such as reflecting light on the opposite side of a subject's face or under the jaw line to decrease shadows. The matte white material diffuses and softens the light, and can give a similar look to diffused direct lighting. You might use a reflector when you can't light an area, such as outdoors to soften the shadows caused by direct sunlight or when the lights you have are too bright, even with diffusion, to give you the softened look you want.
