Does this film require the use of a 81a, b or c filter when shooting in the shade or under the clouds?

I don't think so, I've shot this film on very cloudy days and it was the best results that I ever got with this film, because under bright son you have strong shadows like with every slide film, but with difused light it's just beautiful. Of course you have to expose it correctly. The same applies for the shade, as long as you expose for the shade it'll be fine, at least for me...

who processes this film?

I recommend Alpine Camera in Des Plaines IL, I used probably 10 different "reputable" labs in Chicago area and they are the only one that do Ektachrome correctly, without color shift, rusty shadows, gunk and stains or scratches. Other labs kept ruining my slide films, most moved to digital prints and don't care about film any more.
