Looking to get casters for this tripod, what are the leg diameters?

One of legs is getting loose at the top ...

One of legs is getting loose at the top connection. It folds n too easily. This is common with my other Manfrotto tripods and it is easily adjusted with a hex screw that tightens or loosens the connection. With the 458B I cannot access this screw. I haven't figured how to get to it and from what I can see it doesn't seem to be a hex screw. How do I get to it? I love the tripod and I will use gaffer's tape to correct this problem if I have to, but?
