The Manfrotto Double Articulated Arm has three adjustable sections. The 396 Series of arms is more rigid that the 196 range to support heavier loads -- up to 11 lbs. Its extendable sliding arm system extends up to 34 inches in length, and features a quick lock system.
The bottom spigot is hexagonal, for a sure fit into a Bogen or Avenger Super Clamp, or a Matthew Mafer. It also has a universal adapter section for attaching to a wide range of stands, clamps and other grip equipment.

No it's not removable, you can purchase this Impact Double Ball Joint Head with Camera Platform Kit
BH #IMCC131K with this adapter Impact 3/8" to 3/8" Adapter Spigot B&H # IMCA115 these two will work well together.

Would the Manfrotto 396 be suitable to hold a 5.6 lb studio flash (specifically the Godox DP400III) including modifier (gridded reflector or snoot)? It would be mounted to a tabletop with a Manfrotto super clamp.

The arm is rated to 11 lbs and would be fine for that light and modifier.
