While the slightly smaller Custom Brackets Digital PRO-X Camera Rotation Bracket, B&H # CUDGTLPROX, may be a better choice, yes, you may use the Custom Brackets Digital PRO-M Camera Rotation Bracket with the Sony Cyber-shot DSC-RX10 IV Digital Camera.

Depending on the lens and camera it can be a little difficult to get to the focus and zoom on the lens with your left hand.

Does the Custom Brackets Digital PRO-M Camera Rotation Bracket include all of the hardware necessary to attach a Canon EOS 1Ds Mark III camera and a Speedlight 600ex-RT flash?

The PRO-M bracket does not come with the camera mounting plate. I used the one from another CB bracket that I found uncomfortable to use.

Can the flash arm be removed?

It is fully adjustable, so I assume the arm comes off. Only problem is that since the camera rotates and the flash stays stationary, you can end up with a vertical pix with horizontal flash pattern on canon 600 ex rt for example. Probably better with a circular pattern flash. But, it gets the flash off the top of the camera for horizontal shots.
