Can this bag be used as a carry-on in flights, or is it just too big?Usually the limits are 56cm x 45cm x 25cm.

The FAA restrictions for carry on luggage is 14 x 22 x 9 inches, or 45 inches total. The National Geographic Earth Explorer NG 5738 Large Laptop Backpack measures 13.78 x 10.24 x 23.62 inches, and is just over the restrictions for carry-on luggage.

The Canon 100-400mm f/4.5-5.6L has dimensions of 3.6 x 7.4 , and the National Geographic Earth Explorer NG 5158 Small Tablet/Netbook Backpack has interior dimensions of 7.48 x 9.45 x 4.53 . You should be able to fit the Canon 100-400mm lens in this backpack, but it may be snug.

How long is this strap?

It is about 64 cm long, for the main strap. The extensions add about 20 cm each, so total I guess is about 104 cm.
