Can this hold a Manfrotto Lumie when attached via the easylink on the Manfrotto 190 tripods? are any additional spigots required or are any included with this product?

You can attach a Manfrotto Lumimuse LED panel to the 1/4 threading on the end of the 237 Flex Arm. The female hex end of the arm would attach to an Easy Link socket using the Manfrotto 3/8 + 3/8 Adapter Spigot B&H # MA125. Please see the image below for reference.

Do I need a female 1/4 -20 to Male 3/8 adapter to connect this to a Manfrotto 175 spring clamp or 175F Justin clamp and the other end to a super clamp?

The non hex stud end will fit in a Justin clamp. But it is recommended to use a super clamp. The 5/8 hex stud end will secure much more and can handle more weight than a Justin clamp.

how much weight can this hold?

Can't give exact measurement, but I would say it can hold a small monitor, go-pro camera, or postage stamp flag. That said, depends also on the position of it. As pictured, can hold any of the aforementioned items. Straight out horizontally, however, holds much less. It does well in the use I put it to, which is as a cable guide for coax video cable, in the straight out horizontal position. It is longer than it appears in the pic, almost two feet long.

Could the super clamp and this arm fall off on a motorcycle at speed? I think the clamp would stay in place but the arm might bend. I will be using a GoPro (ie not heavy).
