Unfortunately no this charger will not charge the battery that goes in the Nikon Coolpix S7000 Camera. That model takes a EN-EL19 Battery. So the correct charger for that battery is the Nikon MH-66 Battery Charger for EN-EL19 Battery. Website link: http://bhpho.to/19MXBP5

This charger will work with any camera that uses the EN-EL12 battery. The S9500 does use that battery.

This charger is for the EN-EL12 battery, which is what my AW120 uses. According to the Nikon USA website, it appears your camera also uses this battery, so it should work for you.

how long does it take to recharge a battery?

I normally don't have a completely exhausted battery to charge but today I did. The battery was recharged in about 2 hours. The MH-65 documentation says approx. 150 minutes when no charge remains.
