Is there any information available on transmittance/absorption as a function of wavelength for this product? I would like to know how it affects CRI and CCT.
Well...it's black. It has zero transmittance and doesn't impact color. There's probably a way to measure this, but I wouldn't see the point. It blocks light.

Can this be used for foodstuffs? It looks perfect for solar cooking.
Probably not. II is intended to be rigid and hold it's shape as a french flag, snoot, or any other light shaping tool. It would be too brittle and would not hold fluids well.
