Optical SteadyShot image stabilization helps to minimize the appearance of camera shake for sharper imagery when shooting handheld with slower shutter speeds. This stabilization system can be combined with select camera's sensor-shift type image stabilization for more effective control of camera blur. This lens also offers an Active Mode which provides stabilization, even at the wide end, when shooting movies.
A zoom lock switch prevents the lens barrel from accidentally extending when not in use.
An internal focus mechanism contributes to faster, more responsive autofocus, the minimum focus distance of 11.8", and easier handling as the lens does not change in length during use.
Rounded seven-blade diaphragm contributes to a pleasing bokeh quality when employing selective focus techniques.

This is a APS-C lens . You can use it on a full frame camera but you would have to use the camera on crop mode (APS-C) you will lose resolution the A7III will give you 10 megapixel APS-C Sensor with this lens

Just received this lens and the zoom will only go out to about 150mm as marked on the barrel of the lens. It is not mounted on the camera yet - should it rotate all the way over to the 200mm mark?

the lens should indicate that it goes all the way to 200mm on your cameras menu. if it doesnt then there is a problem.

Is this lens weather sealed?

I am also not sure, but have not had a problem with it. I have taken in hiking & backpacking and always carry it in a holster. I have not had it out in severe weather - heavy rain or snow, blowing sand, etc. I also don't change lenses, so it hasn't had that kind of exposure. Hope this helps.
