Can a threaded circular polarizing filter be mounted on top of this clear protective filter? If yes, what size threads of the polarizing filter will fit the inside threads of this protective filter? Would it be advisable not to layer or stack these two filters? Is it best to mount only the polarizing filter when I want that effect and then when not using the polarizing filter, remount the protective filter?
As the Olympus 40.5mm PRF-D40.5 PRO Clear Protective Filter has 40.5 mm front filter threads, yes, you may mount a 40.5 mm filter onto the front of the Olympus protective filter. It is typically personal preference whether or not to stack filters. Some people never remove the protection filter and stack filters, while some purists prefer to use the fewest pieces of extra optics on the front of the lens' optical formula, saying you may get internal flare/glare and reduce sharpness. I would say if you plan to own both filters, simply do your own test with both filters on and with the polarizer only and see if you can personally see a difference. You can then use that information to decide if it is necessary to continuously swap filters or if you will stack the filters.

How many ft-lbs of force can it withstand?
That level of detail is never disclosed in the specifications of lens filters. Depending on where the filter is struck the ft. lbf would be different (striking the metal ring vs. the glass surface), and even differs between locations of the glass that it would strike. So the short answer is: whatever breaks glass would likely break this. The long answer is: you'd have to measure multiple filters, being hit at different ft. lbs, in different locations on the filter itself.
