Is it strong enough to hold a Sony RX100 vi on it on top of a DSLR?
Yes, it is. I tried it myself. However I felt it would possibly snap off the hot shoe on my dslr. I ordered small rig set up with handles on both sides with RX10v mounted above my Sony A9. Taking video on top and stills with A9.

Can this mount a rode mic?
It would depend on which Rode microphone you own or are considering purchasing as to if the above Vello Universal Accessory Shoe Mount would support your microphone. If your microphone has a 3/8 female thread on the bottom designed for connection to a boom pole, the Revo Hot Shoe to 1/4 -20 Male Post Adapter would work, but would also need the Oben 3/8 -16 to 1/4 -20 Reducer Bushing, B&H # OB1039, to enlarge the 1/4 -20 thread screws on the top of the unit to 3/8 -16 for use with the Rode microphone. If you can give us the model number of the Rode microphone in question, we can give you a more definite inquiry.

Is this actually a hot shoe adaptor? It looks more like a cold shoe adapter to me.
This will fit on top of a hot or cold shoe and provide the user with a 1/4"-20 stud. The mount itself has no electronics.
