Can this be adapted with a step-up ring (37->46mm) to mount on the Panasonic H-FS12032 12-32mm compact zoom?

Theoretically it may work, though it only includes an Adaptor Ring for use with the H-PS14042 and H-H014 lenses. Panasonic has not made this item to fit other lenses--however it is possible that a step up ring could work, it just isn't guaranteed to work.

will this work with the panasonic 15mm f1.7 on my panasonic G85 or is vignetting expected and is theer any chromatic abberation present with this converter?

This conversion lens, like any of them, is not free of vignetting or chromatic aberration. It will simulate a fisheye effect, but it is not as clear as standalone fisheye lenses would be. It is compatible with the G85, and any G-series camera, according to the manufacturer's information.

does this convert all focal length lenses to 10.5mm? I have the panasonic 25mm f1.4- will it still convert that to 10.5mm? any cons? will some light be lost or image sharpness?

In short no. The conversion lens does its job as an optic ratio w/the original lens in use. Using it in conjunction w/the 14mm (w/a 46 mm filter size mount) gives a converted focal length of 10.5 mm. Combining it w/another focal length lens w/a 46 mm filter mount and actual lens configuration, will change the effective focal length by the same physical ratio. Thus if your concern is field of view and depth of focus, you have to weigh those considerations w/the cost of a lens designed for them versus the cost of a conversion work around.
