The 8mm f/3.5 Fisheye Lens with Removable Hood for Canon from Rokinon gives you a 167º view with dramatic, exaggerated perspective when used with an APS-C camera, or a powerful circular image floating in the frame when used with a full frame digital camera or 35mm film camera. With hybrid aspherical elements and multi-layer coating, you will produce sharply defined images with a minimum of flare and ghosting. The 8mm lens focuses as close as 12" (30.48cm) from the lens. This version of the 8mm f/3.8 Fisheye lens comes with a removable lens hood that will offer glare reduction and lens protection, but can be removed to offer an increased and unobstructed angle of view when shooting with full frame digital or 35mm cameras.

No. When using a crop-sensor camera like the T3i, you will see a full rectangular image, with an approximate equivalent focal length of 12mm (1.5x crop factor multiplied by 8mm). You will see a vignetted circular image when using this lens on a full-frame sensor.

If you want to be able to use the lens on a full frame camera for a circular image, you would want thisversion with the removable hood. If you will only be using the lens on an APS-C size sensor camera, you could go with the version with the built-in hood.

According to the specification on Wikipedia https://en.wikipedia.org/wiki/Canon_EOS_60D, All EF and EF/S lenses should fit, including the Rokinon 8mm f/3.5 HD Fisheye Lens with EF mount. It is well suited for your camera with an APS-C sensor. Good luck.
