can you manually set the aperture?

I think the short answer is no, and it may depend on the camera.On my Nikon D7100 the lens needs to be on F22 in order for the camera to adjust the aperture. If I change the aperture to something else on the lens I will get an EE message in the view finder and the shutter will not activate. This happens whether the camera is set to M or A. I do not know if there is a menu setting to change this behavior.

Will the aperture ring work if Voigtlander 28mm f/2.8 lens is mounted on the new Nikon Df? Or will the ring have to be locked at f/22 for camera control of aperture settings?

The aperture ring will work on the Voigtlander when mounted to the Nikon DF camera without needing to be locked. To do so on the DF the Custom Setting #7 must be accessed, and from there select the Aperture Ring option to indicate to the camera that the aperture will be adjusted on the lens and not via the camera's sub command dial.
