I would suggest contacting the manufacturer& The only thing BH would carry is the Quick release plate&.

Will it fit a canon t3i?

Yes - I even used it with a Nikon D4. Problem is the plastic leg brace things. One got cracked and is just broken- can be fixed. But I was putting it through heavy use. Great inexpensive tripod otherwise.

I brought this item today and noticed that there is play when panning horizontally. My question, is this normal?

There should not be any play when panning in any direction. It should be tight and smooth. My only disappointment with mine is that the head is not romovable. Not good for trying to pack into a suitcase for air travel.
