Short telephoto prime is designed for APS-C-format Sony E-mount mirrorless cameras and provides a 90mm equivalent focal length.
The f/2.8 maximum aperture strikes a balance between being bright enough to suit working in available light situations while also promoting a lightweight, compact form factor.
One Special Low Dispersion (SLD) element helps to significantly reduce color fringing and chromatic aberrations for increased clarity and color fidelity.

Bought this lens and it rattles. Someone told me There are parts that float free until the lens draws power from the camera. Is this true? I concluded I got a damaged or defective lens.

It's supposed to be like that. When you mount it and turn on your camera, the focus motor powers up and hold the moving element(s) in place and it doesn't rattle. The lens itself is excellent and very sharp.

Will a 46mm-49mm step-up ring for filters work without interfering with the lens hood?

This combination will work but adapter and larger filter must be removed prior to removing the hood. The only way around this is a slightly larger( 49mm)screw in hood.

On your A6500 with the APS-C crop sensor, this lens will give you the field of view of a 90mm lens on a 35mm full frame camera.
