Does this jib have tilt capability?

There is no tilt control of the camera platform from the user end.

which tripod and ball head will I need to use with this? any recommendations?

Any tripod with a flat top, a 3/8 screw and a capacity over 8-10 lbs will be able to hold this jib. I like to suggest the Manfrotto 755XB since it is strong enough (15 lb capacity) plus you can level the top independently from the legs. That saves much time and aggravation.
