The Roland VC-1-SH SDI to HDMI Video Converter allows SDI video to be monitored using relatively inexpensive HDMI-equipped displays, and can also serve and an audio embedder and de-embedder. The internal processing has been designed to faithfully preserve the incoming SDI signal and frame rate without introducing interlacing artifacts, signal errors, or reducing the dynamic range of the image. The SDI signal is re-clocked before processing to help ensure best performance.

9 fields (4.5 frames) Audio or video can be delayed. I'm not an expert video tech - but I guess the actual time in ms would depend on the frame rate of the video signal.
