I make trips to country sides where there's with poor Wifi connection due to using my portable mobile hotspot modem, by any chance the AirPort Extreme works with it?
Yes, possibly, since it's larger and has a larger antenna, but you may have a better signal if you buy one of the third-party external antennas for the base station.

Can I use this for both TimeMchine backups and as a normal drive?
You would need the time capsule for back up. It does both tasks. There is no hard drive in the airport extreme.Hope that helps.

Does the latest airport extreme have more range than previous models?
If you are connecting with 802.11n, it will be about the same as the immediate previous model, and more than models older than that according to independent testing. As the previous models did not have 802.11ac, it is not possible to test that protocol.
