this flash meter is great and easy to use!!! and inexpensive....it is very accurate.
you could buy a electronic flash meter for $200 or $300, and it would do the same thing : give you a light metering!! so save your money and buy this wein 1000.
it does measure incident light ( light coming into your subject)and incorporate the ambient light in the reading.
however you have to know to set up your camera at 1/250 because it gives you a reading based of 1/250.the meter comes with explanation on how to use it..so you can't mess it up!!! so easy, a 8 years old could do it.
in conclusion: great meter at a great price..basic but useful.
