On the RSTAA4 wanted to add my gears with a a female 1/4" thread to the 3/8" male thread on top of the RSTAA4 cross bar. Can you advise P/N or model of adapter / accessory I can buy ?

Yes, you may install two camera bodies with lenses attached to each base plate of this Rock Solid 4-Head Tripod Cross Bar as long as the plate already has a ball head attached to them prior to installing the cameras.

I use the cross bar with a large tether table and my laptop on one side and my camera on another arm at the end acting as a tripod and it works great.

Yes, you can attach the Tether Tools Rock Solid 4-Head Tripod Cross Bar onto the E-Image Aluminum Tripod with Rising Center Column & QR Plate for PTZ Cameras (B&H # EIGA230PTZ). The only issue is that the Tether Tools tripod has a 3/8" screw, so if your PTZ camera has a 1/4" screw opening, you will need a head that changes from 3/8" to 1/4". For example, the Leofoto LH-25 Mini Ball Head with Quick Release Plate (https://bhpho.to/3McfiPK) can do this.

Since the mounting bases can slide along the bar, is there any anti-rotational design element, to keep the bases from spinning on the (round) bar?
The only way to prevent the mounting bases from spinning is to lock them secure.
