An ideal addition to any photo, video, or field tripod, the Swarovski Optik Professional Tripod Head is designed to support and control your spotting scope, binocular, or camera with smooth movements. Capable of carrying up to 11 pounds of gear, the single-arm design allows for dual-axis movement with resistance dials that help balance the weight on it for fluid pan/tilt motion; and a fine swivel adjustment for precise aiming. For digiscoping or time-lapse photography, each axis has a locking lever to securely hold the head in-place. The head mounts onto tripods via its 3/8"-16 socket, and optics or cameras attach to the quick-release plate using a 3/8" mount.

Is the amount of drag on the fluid panning component adjustable, so for instance the panning drag could be weakened for panning with fast-flying birds?

According to the user manual (https://bit.ly/3rAoMbX), the pan-axis has fine adjustments for swivel resistance.
