The Wacom Intuos Pro Creative Pen Tablet (Small) BH #WAPTH460 does not include a USB Type C to Type C cable but you could get one and it would work. They include only the USB Type-C to USB Type-A Cable (6.6' / 2m).

This is the 2nd Intuos Medium that I have had, this one for abou3 years. I have never covered any with protections, and in fact, I'm not sure there is full-function with any type of cover. The texture is such that stylus points for the included pen react differently on the screen. Mostly, it has a sort-of scratch feeling that a cover would make this not practical, even if it would still work.

Is it worth the upgrade from an Intuos 5 or should I wait for the next update? I notice a lot of bad reviews for this product.

It is hard to say. It depends on how you use it. If you are using tablet for lots of drawings and graphic works, then Yes. If you are using it for hobby or simple works, then probably Not. As you mentioned, this model is not perfect and has issues. Mine has Bluetooth connection issues every time when I update firmware but there is no performance issue for professional graphic works. I think it is worth to upgrade when I compare to the model you have now. This is one of the cheapest guaranteed options that can fulfill any professional graphic works unless you pursue hi-end over $2000 tablet. (I am not sure of cheaper Chinese brand tablets) This tool serves me very well for 3 years so far and I don’t feel to upgrade quite a while.
