The Blackmagic Design ATEM 4 M/E Advanced Panel could help you work with switchers that support multiple PIPs. However, the Blackmagic Design ATEM 4 M/E Advanced Panel is not a switcher. It is a controller only for Blackmagic Atem switcher models like the ATEM 2ME, 4ME, and Constellation switchers have Supersource which can provide for multiple picture in picture effects.
