What's the difference between the new Sigma TS-111 Tripod Socket (MFR#ATC900) and the old model (MFR#2597ZN)?
Nothing different. It's the same collar. One came with the 105mm 1.4 (older one) the newer one is for the Sigma 100-400. But buying either one would work on either lens.

Does this need a special plate to attach to Wimberley Mono Gimbal head-MH-100? Can I use a FLM 50 or 40 arc plate if one needed?
The Sigma TS-111 works as an arca-swiss compatible tripod foot and will fit in any arca-swiss clamp. Depending on your set-up, you might need a longer plate to balance it on a gimbal head, although with the MH100 you shouldn't have much issue. Yes, you can use those plates if necessary, but there isn't much benefit to using them in this case.

Problem for Sony E mount, there are clicking stops at around -25 degrees from landscape and -115 degrees from landscape. It's supposed to click at 0 and - 90 degrees for quick change from landscape to portrait.

The Sigma TS-111 Tripod Socket Kit (B&H# SIATC900) has a female 1/4"-20 thread as well as an Arca Swiss-compatible dovetail. For example, a strap could be attached to the ProMediaGear Universal 3.0" Arca-Type Quick Release Plate (Black) (B&H# PRPX3) which would be screwed into the aforementioned female thread.
