The aluminum arm features female threaded 5/8" studs at each end, (1/4"-20 and 3/8"-16) one of which mounts to the included camera bracket. The other fits into your choice of Impact Super Clamps or Clip Clamps.

I’m considering this device to mount some PTZOptics cameras to a lighting truss. However it looks as though the knobs on the camera bracket extend above the surface of the camera bracket in such a way that they would impact the bottom of the camera and prevent mounting. Is this an illusion or would it be a problem?
The knob does extend past the level of the plate. Depending on the size of the camera base you might have an issue. The other thing to consider is these are only rated to 3.3lbs.

How would this compare to the equivalent manfrotto one as far as stability and durability?
Impact can take more payload and weighs less than the same Manfrotto version, however it could be said that the Manfrotto is built better or works smoother, your mileage may vary with that however. Stability/payload wise it seems Impact is the way to go.

Can the camera bracket 'axle' point UP so that a camcorder can sit on TOP of it? The photos show the post which looks like the support for the bracket pointing DOWN such that the camera would have to hang upside down.

No, the Impact 3 Section Articulated Arm without Bracket only comes with a 1/4 female thread on one side and 3/8 inch thread on the other.
There are adapters but it depends on what you are attaching to it.
