Are the fans controlled by a thermostat? (An answer from over a year ago stated that this option "may become available soon".)

No, I wouldn't consider this soundproof at all. The cooling/exhaust fan is located in the top of the cabinet and probably produces more noise than the gear inside the rack!

Are the fans always on, or are they on a thermostat where they kick on and off as needed?

The fans within the Video Mount Products 19" Equipment Rack Enclosure with Pre-Loaded Cooling Fans (18 RU) are not currently thermostat regulated, although I am told that this option may become available soon. The fans in this unit run while the rack is plugged in, regardless of temperature within the rack.

I know it says adjustable front and rear rack rails, but when it says 10-32, is that in inches? I do have aa longer-than-average amplifier head (rack mountable) that I am looking to put in something like this.

10-32 refers to the standard threaded holes used in a rack. You amp would have to be 19-inches of less wide to be rack mounted. There is 19.9" usable depth in this rack case, and the height of 18 rack units (RU) is 31.5 inches.

The inside to inside measurement of the shelf is 17.375. Keep in mind that you would want to have a little bit of space between the component and the sides of the shelves for some “breathability”. I would recommend a component no wider than 17”, maybe 17.125”.
