Are you sure this has a guide number of 72?
The Olympus UFL-3 Underwater Strobe Flash guide number is 22m or 72' at ISO 100 when used above water at full power. Olympus only list the guide number in meters, above water.

The UFL-3 has a guide number of 22 at ISO 100, It is strictly a flash unit for still images, it has no continuous light for video

is this strobe compatible in RC mode with TG-3?
The RC mode on the Olympus UFL-3 strobe does work with the Olympus Stylus TOUGH TG-3.
