This is a 5/8" Baby Pin System, from Inovativ, for use with any Inovativ cart. It consists of a 30"-long 5/8" baby pin rod and two clamps. Clamp the 30" baby pin rod to any of the 4 posts of an Inovativ cart and then attach anything compatible on top, such as a laptop tray. Featuring two 3/4" holes, the system allows you to run up to two baby pin rods with full height and swing adjustability.

The size of the clamp can fit the column (32mm diameter) of another Cart or not?

Sorry but we do not know the maximum diameter of the clamp but, according to Inovativ the Inovativ 5/8" Baby Pin System will fit on any Inovativ cart.

Is this the new updated version that can clamp without taking off the top of the cart?

Yes the Inovativ 5/8" Baby Pin System BH #INO500500 • MFR #500-500 has the clamp in the style that works over the tube for installation. You DO NOT have to take off the top shelf in order to use it.
