Can I use the Comprehensive HDMI Type-A to VGA Converter with Audio to connect a Blu-Ray HDMI output to VGA input on a projector? Does it provide the appropriate HDCP feedback to the Blu-Ray player so that it will transmit the HDMI signal?

Can I use two of these devices to convert HDMI from a computer to an existing VGA ceiling cable and them terminate it with the second device to go into a HDMI monitor input? I am looking to avoid re-pulling the ceiling cable with a whole new totally HDMI cable.

I think in the long run you will not be satisfied in the signal quality in the long run. Remember you are converting a digital signal to analog. I haven't tried converting back. We are doing this as a temporary measure since our new laptops do not have VGA outputs anymore and some of our projector installations have not been updated with HDMI capability.

No. You'll likely need male VGA to HDMI. This unit is female VGA to HDMI.
