Dose it work safely with Blackmagic 4k camera?
The Blackmagic Production Camera 4K will support 11-30V DC so the Bescor will safely power it. The battery is not wired out of the box though for compatibility with this camera.

Is this safe for air travel? Is it possible for me to take this on an airplane either via checked in luggage or carry-on? I need to take it overseas.
Yes the Bescor batteries in question are lead acid chemistry and are safe for air travel. Lithium Ion batteries are the only battery types with flight restrictions.
