Like all USB-C reading devices, it is backwards compatible to older USB devices. That means while it will work, it will transfer at the slower USB speed.

Will this transfer pictures to a portable hard drive as well as to a computer/laptop?

Yes, if your computer has at least two free USB ports, one for your media reader and the other for your portable hard drive. If you only have 1 free sub port on your laptop you'll have to transfer your pictures to the computer then to the portable hard drive.

Has anyone ever timed their upload with a USB 3.0 or 3.1 to see if the stated speed is true? For example, can you load a 32 GB card in 6-7 seconds? (5 MB/sec stated speed) I am skeptical.

The rated transfer speed is in bits but the storage is in bytes. Bytes are 8 bits. The USB 3 speed rating is higher in most cases than a memory cards read speed. Other factors apply but a 32gb card will usually take over half an hour to read.
