Instead, it is designed to help you move heavy tripods from one camera position to the next.

Would the Manfrotto 645 fast twin leg tripod fit on this? It has double spikes.
It should, I've used it with rubber footing and no problems but it is designed for double spikes. Depending on what you are looking for, I maybe recommend the Glidecam setup, it comes with the dolly feature and you can change it if you ever want to switch to the guided dolly wheels (tubes or rubber hose), its more of an investment but worth it.

Placing dance floor over the carpet would be more ideal for dolly movements.

Yes, this is a universal dolly, which has the option to hold spiked foot tripods, as well as single-point feet, which is what the Celestron has... No. The 18.5" radius is the smallest possible available.
