would these legs be good pair with the Manfrotto XPRO Magnesium Ball Head with 200PL-14 Plate(model MHXPRO-BHQ2) ?
I have not used that particular head on my tripod but I see no reason why the combination would not work effectively. I use my tripod with a video head to support a spotting scope for birdwatching. For a relatively light weight tripod it is nice and sturdy. Legs are easy to adjust.

Does this come with the head in the picture or do I need to buy a separate head?
A tripod head is not included with the purchase of the Benro TAD27A Series 2 Adventure Aluminum Tripod, B&H # BETAD27A. The tripod head, Canon DSLR camera, and Canon lens pictured as options and to display the tripod in usage. If you are looking for a 3-Way Pan Head for use with the tripod, I would recommend either the Benro HD3A 3-Way Panhead, B&H # BEHD3A, or the Benro HD1A 3-Way Panhead, B&H # BEHD1A, depending on the amount of weight you plan to support and/or your budget.

what is the difference between the Benro TAD27A ...
what is the difference between the Benro TAD27A and the TAD28A?
The difference is in the sections. TAD27A is 3 sections and TAD28A is 4 sections. Having more sections allows the TAD28A to fold smaller to 20.7 inches so it is easier to carry. TAD28A is 2.4 inches smaller in the maximum height though. Some photographers feel that having more sections does not stabilize the tripod as well in a long exposure with wind for example.
